Can't find the POST button for Classified section

I gotta be blind??? There is no POST button on the classified section as there is on the bottom of this section. Been a member for years but rarely post. Is there a magic number of posts to earn the privilege?

Yes......the NEW TOPIC button is what I meant. There isn't one there so I guess they ha e closed the classifieds???
