Well ...... There's several considerations. First, you don't just "raise" the front sight. You can add metal to the front sight, reshape and
re-blue. You can remove and replace with a taller sight and re-blue. You can flush cut the sight and dovetail a new sight in (run afoul of certain SASS rules here). You can add a "cap" to the sight blade.
The there is turning the barrel. You need a barrel vice and a frame wrench to avoid a sprung frame. You may also need a lathe to push the shoulder back and add thread.
I wouldn't begin to give you a real price for the work. Maybe an estimate. A high estimate to leave "problem" room.
Before you do anything, have someone else shoot the gun from a rest and consider switching to a lighter bullet.
