Not sure I understand the re-bar thing. Is the rebar part of the target? Or is it driven into the ground, and the target sits on top of it? Around here, anything that requires driving something in the ground can be "seasonally impractical" My main concern with the bigger targets with just a foot welded to the bottom is getting it set for consistent "knock down-ability" when just set on the ground instead of a hard surface. I think for the BPCR competitiopn, they have cement pads, or maybe RR tie bases.

Lessee if I can explain it:  at the bottom center of the plate, about 1/4" or so from the edge, you drill a 1/4" hole.  You take a 3/8" diameter piece of rebar about 6" long, and taper one end.  That end gets stuck in the hole.  THe plate sets verticaly, slightly leaning toward the shooter, with the rebar sticking out toward the shooter.  On impact, with any movement of the plate, the tapered rebar workes out, and the plate falls.  Light hits the plate tends to fall forward, heavy hits make it fall back.  As long as you set the plate back in the same place, its the same for everybody.

It is a great and simple design that Trap came up with.  We are working on a set of hangers so we will be able to use them as knock-downs or not.  There may be some pictures on the GAF Grand Muster after action thread.
