HELP FOR A 1886 BROWNING WITH A REALLY STIFF ACTION

Hello Lads,
I hope there are some knowledgable users of the 1886 winchester Browning Rifles, as I need some help.
I picked up a Browning 1886 winchester reissue this weekend. It is the 1996 release with out the safety or rebound hammer. 26" octagon barrel.
It is truly in Mint condition, and has never been fired. Bore is pristine, action shows no wear on the bolt, extractor or rails. Mint wood and blue. I cycled some dummy rounds and there is no problem at all in the function of the gun.

The problem is the action is incredibly stiff. I can not cycle the action from my shoulder, I have to work to open the action and the lock up is very stiff. I also have the carbine model of this gun, and it is butter compared to this.

Before I attempt to break it down or just take it to the smith, I wanted to ask for suggestions here.
I am sure this has been someones safe queen all these years, but even after a hose down with Rem Oil, there is no improvement in the action. I am flustered, as it feels like a rossi and not a browning.

The price was great for an unfired gun, and felt the stiffness was due to sitting for years, but that is not the problem here.
I hope you fellers have some advice.

I would call or message Nate Kiowa Jones.  He is the master on 1892 winchesters.  Your 86 is a 92 on steriods, or more correctly honey I shrunk the kids 1886.
