Navy Arms Bisley Flattop Target revolver manufacturer?

  A friend of mine attended a local gunshow last weekend where he purchased a Navy Arms Bisley Flattop Target revolver with a 7 1/2 inch barrel in .44 WCF. This gun has a "B L" stamped above the serial number and no other discernable manufacturer's markings
that we were able to find.  Revolver is unfired and previous owner said he'd owned it for a number of years.  It has fake ivory grips with bluish streaks through them, very well fitted.
  Does anybody know who might have made this piece?  We suspect it might well be a Uberti, but there is no evidence to prove it.
