are these leather tools???

My first impression is no.  I am not a collector and have not studied old tools so do not bank on my opinion here.  I can say that I do see old stuff offered up on Ebay very frequently as leather tools when I know in fact that they are not but I'm not that sure on these.  Remember also that a lot of tools can be crossover tools for more than one craft, just look through a fine woodworkers catalog sometime.  One tool in your group does have a tip shape that suggests a stitch groover, "'IF"' there is a hole that I can not see???  Hope someone will chime in that recognizes them one way or another.

Those have very cool handles. They don't look like leather tools to me, but perhaps they have some other use than what we do with leather. The carving on them is really interesting.

My first thought was engraving tools as well.
BUT, I wonder if the handles could be readapted to old leather tools in need...

I got a feeling you're right, the two needle-like tools look like scribes, the brass tipped one looks like a gouge, the file was probably used to sharpen the scribes.
