What would this style of Vest be called?

I saw this picture in "Guns Of The New West", and I know I have seen this style of vest before but I cannot recall where. Its a modern tin-type but I am curious what period would it be accurate in, and what would the style be?

Have most often seen it called a shawl collar type and would be correct for any time that NCOWS covers.

What few Victorian clothing stores I have bookmarked have shawl collars, but the still button like a normal vest. The only ones I can find(on google) that button that low, are modern womens vests.
