I think its part of a harness, but what part? I bought it for the obvious reasons of:
A. Only 3.00
B. The cool H.H. Heiser plate
C. Wanted to pull off the rectangular spots for a new project, but may just keep it as cool decor.

It WOULD make a dandy watch fob, if I had one of them Goliath size pocket watches.  ;)
Its probably 12" long or slightly more.
Thats what I am thinking now 10W. Its been hanging out here by the computer for a month or better already.

Greetings Monsiuer Masterson -
My learned wife, the equestrian, indicates that your artifact may be a Farthingale or part of the horse tack breastplate assembly to which the farthingale attaches. Being a mere scholar and the sort who requires one hand firmly attached to a western saddlehorn, I submit this as conjecture and willingly bow to the superior experience of  others :-)

Not a tug...but a  D trace
Hangs off either side at the crupper on fancy harness (Farm harness has just one in the center over the rump)
The H.H. Heiser plate is actually the hanger for the TUGs  hardware T keeper..
when the horse(s) are unhitched this keeps the tugs/traces from dragging on the ground
when planets align...do the deal !

The discription is correct but I believe it's called a "Trace Carrier"
