C-O-L-T clicks

Well, upon further looking, I put the cylinder back in at half cock, and the bolt still sticks up just enough to drag on the cylinder...  So, that wasn't the problem.

But, with the cylinder out, four distinct clicks (the third being the bolt clicking into place), but with the cylinder in, about 1/32 or 1/64 inch of the bolt sticks up, just enough to drag....

For the bolt to be dragging on the cylinder,that tells me that tine on the bolt is too short when the cam on the hammer engages to lift the bolt up off the cylinder.

talked with the gunsmith... he said it WAS the bolt.  He's replaced it, the cylinder turns well, but he hasn't test fired it yet.  He thought someone attempted to do something to tune the action, not knowing what they were doing...  I'll get more details when I pick the gun up.  Thanks for all the input and I'll keep you all informed as to the final on this when I pick it up.

Well, here are pictures of the bolt once it was taken from the pistol.
