He's cocking them with his strong hand while he's drawing the shells with his left.  It is the most efficient way to cock a hammered double. You will notice all he has to do is push the shotgun forward after he closes the action and fire.

You can do it, just practice with dummies. Learn to do it without looking at your right hand.  Concentrate on getting those shells aligned in the bores.  Once you've mastered that see if you can master reloading without looking at your hands at all.  That's tough...

The king of outside hammer guns is T-Bone Dooley.  He comes down the top of the barrels with his left hand, cocks the hammers, and opens the gun with his thumb in one motion.

WOW! I stand corrected, I believe that is indisputably the fastest if not also the most efficient way to cock, shuck and load a mule eared hammer gun.  I am truly impressed.

AMMENDED 2215 6/4/09 After seeing Badlands Bud... I had to watch it about 20 times with stopping to even see the hammers.

I still think T-Bone looked cooler...

Have you seen him do this Pettifogger, or just the videos?

He's in Texas and I'm in Arizona, but he has traveled here and I've gone there, so we have shot together several times.  He's fast and will gladly give pointers to anyone that asks.  Unfortunately, I shoot an original 87 and he doesn't know anything about those!

I can't do anything close to the accomplishments of either one of these pards with my old TOZ66, "Tracktor Girl".  It's too stiff!

Either that, or I have to start lifting weights with my thumbs!

Well I lucked into that one, I guess thumb cocking is the reigning king.

I still think T-Bone looked cooler and his run looked more like a regular CAS stage.  He didn't look as staged or with the shotgun half picked up.  He also dumped his last two a lot better.
