Timing on 1860 Army

I have an 1860 Army Colt that has a timing problem.  The bolt doesn't drop fast enough before the cylinder starts to turn and galls the cylinder and creates some drag.  Is this fixable with the existing parts?  Do I shorten the pawl slightly to give the bolt a chance to drop before the cylinder starts to turn?
