51Navy?????????

I've posted this question on another board, but it looks like this would be a better place to ask. I have a 51 Navy 36 with xxx date marking,and Navy Arms on top of the barrel. The makers stamp seems to be a stylized RA in a circle with the representation of a set of sights as seen from the rear under it, Any idea as to maker? Welsh forsooth! Cornish miners Sir Charles. Thats my background.
