Using black powder with hbwc ?

Nearest I recall (and I can't find the current SASS handbook) the rules don't allow a bullet to be seated below the case mouth, or, I would expect, flush, as the Wadcutter usually is.

I seat my HBWC bullets out about 1/10 inch, or to the first lube groove, so the lead is visible.  There was no reference to roundnose bullets.  Many people shoot straight taper nose, and they aren't roundnose either.
