SxS extractor problem

I have a Norinco that's several years old that I have been trying to get slicked up for competition.  I got a chamber hone and ran it with the drill and polished the chambers and they are smooth as silk.  The problem is the extractor seems to be causing the shells to hang up and they are both sides really hard to get out.  I have to take another shell and use the lip to get the empties out.  I have taken this thing apart and polished it with emory till its shiny.  I just don't understand what the problem is.  While the extractor was out I had no problems getting shells out.  My questions are this:

Does anyone have ideas on getting the extractor worked on to fix this?
 
OR

Is is possible to fix the extractor to the barrel so it stays put?

I put the extractor back in; all the way in like the action is closed, and put the empties in and they fell out.  The problem is when the extractor pulls backward with opening the action.  It seems to bind up both shells.

It sounds like the extractor is not pushing the shells back in a line that is parallel to the bore. If the extractor is putting an upward pressure on the shells they would then tend to bind against the top of the chamber, or id they are pushing them off to the side they would bind against the side of the chamber. It’s something to look at anyway. Good luck.

Well that's a curious problem.  Did it always have that problem with the extractors or did it start when you slicked up the gun?  If you can't tell where the shells are binding against the extractor by scratches on the brass, then possibly blacking the brass with a Sharpie or magic marker will give you some idea by the areas where the color is rubbed off.  Maybe one of the real gunsmiths on this site has heard of this before and will chime in.

First, your Norinco isn't a real swell choice for a quick double. 
First step is to slide the extractor in ans out of its bore and see if it binds.  If it binds, inspect the shaft for stuff marks to find out why.
Next, slide a straight rod (about a foot long) into the extractor bore and a dowelling rod into the chamber and compair the axis of the two.  Same idea is to slide a dowell into the chamber a see If the extractor drags on the dowell.  If the extractor is not running the same axis as the chamber and drags on the cartridge, you may not be able to fix the problem and still have it extract. 
To disable the extractor, you will have to cut the pushrod shaft (not a good plan)
You may or may not be able to remove enough material from the inner radius of the extractor to eliminate the interference with the cartridge.  If you make a mistake, finding a replacement extractor will be a trick.
Have you considered just getting a TTN/Cimarron instead??

Thank you for the insight.  It seems this gun is destined for the closet with home defense loads. 

I got it about 10 years ago give or take a year.  I picked it up at Academy Sports when I was stationed in Texas and wanted to get into CAS.  Back then money was tight so I got this one on sale; for less than $300 if I recall.  And yes, it did have issues brand new with removing spent shells.  I won't monkey around with it anymore than I have.  I polished the chambers and took an emory cloth to all the extractor parts and such.  It just doesn't want to work smoothly. 

It's not a main match gun anyway.  I've got an original model 97 manufactured in 1953 that I use.  My father-in-law bought it at a police surplus auction in the 70's.  It's still stamped on the butt stock with the police logo.  It's a fun gun to shoot.  I was just trying to get this double into some kind of shape to use as a backup.

I think I want a 87 lever shotgun now anyway, so I'm saving up for one.   ;D
