Apache Saddle Bag Question for OCB

Hey,
Saw your great Apache saddle bags in the haversack thread and I have a couple of questions.  I take lots of notes of items I would/intend to build.  Are the cutouts with backing wool on the top layer with the wool lining the interior of the saddle bags?  Or is the wool/cutout leather an aplique over a solid bag?

The wool is an applied applique (sewn to the body of the main bag) with the leather pierced overlay laced to the front of the bag.
