North Carolina black powder laws

So, I want to buy my 17 year old nephew a 1860 army .44 for Christmas.

What are the laws in his state of North Carolina to own it, carry it,
and use it?
Where in his state [ Greensboro ] can he get black powder?
Is there anything else I or he needs to know?
