I saw an original Henry in the War Memorial Museum in Indianapolis that had this rear dovetail.  There was sight inserted in the cut, and I was very curious about the intention of the cut.  I think that you answered my question.
With the original 216-grain rimfire at around 950 fps, this super-high rear sight should have been for 150-200 yards!!!
